Open Technologies and Medical and Biological Cybernetics and IT Task Group at the Russian Academy of Medical Sciences published the second edition of monograph Informational Support to Medicine Strategy. 17 Principles and Solutions.

The book is written by a group of authors, experts in IT technologies, doctors and scientists.

The first edition of the monograph told the readers about the necessity of modern IT technologies and systems in medicine, as they are helpful in raising the quality of diagnostics, treatment and rehabilitation of patients and expand the range of medical tasks. The second edition analyzes the current state of informatization in medicine.

It gives a high priority to informatization of clinical medicine and informational support to public and personal health. It supplies conditions for successful informatization and transition to adaptable control of modernization, design and implementation of MIS including their integration and adaptation to the requirements of medicine and innovation technologies.

The most important objective of modernization is defined as provision of medical data to citizens, sick and healthy people. It also considers the importance and mutual dependence of other targets: provision of the necessary data to doctors, administrators of health-care facilities, departments, ministries and authorities.

Ii is shown that informatization should unite the entire medicine. The Concept of IT system in health care ending 2020 should be deployed before the project of total medical informatization is carried out. The project should engulf the existing MIS and take into account the IT business process on supply and support to information and control systems, their unification in the net and their use for therapy and administrative control.
